The area around the current track is certainly quite bleak-looking and ugly if IIRC. Everyone thinks of "mall" and thinks of traditional shopping malls Autoweek included , which this wasn't planned to be. The plans were for an outlet mall, which is quite different than the types of malls everyone seems to be thinking of. Other than the proximity to the freeway, I was sort of puzzled by the idea of an outlet mall at that location, and apparently they have had difficulty attracting an anchor tenant.

The linked article from Autoweek makes a reference to a shift in plans from "shopping mall" to truck stop, which was news to me. Thanks JThur1 for the detailed info on the motocross action.
